Brazil: Millions of citizens have not activated gold-level GOV.BR accounts via new CIN

The Brazilian Ministry of Management and Innovation in Public Services (MGI) reported that 22 million citizens who have already issued the National Identity Card (CIN) have not yet upgraded their GOV.BR account to the ‘gold’ security level. Upgrading to the gold level via the CIN allows users to access over 5,000 federal digital services and provides enhanced protection against fraud.

In the state of Santa Catarina, nearly 3 million residents have already obtained the new CIN, which uses the CPF as a unique identification number. This represents approximately 36% of the state's population.

Regarding deadlines, citizens receiving social benefits such as Bolsa Família or INSS pensions must have their biometrics registered in a government database by 2027. Starting January 1, 2028, the CIN will be the only accepted biometric basis for managing these benefits.
