Brazil Minister Flávio Dino imposes daily fines on states for non‑transparent Pix event grants

Minister Flávio Dino, serving as relator of ADPF 854 at Brazil's Supreme Federal Court, ordered a daily fine of 1 % of the amount received for any state or municipality that fails to present work plans, complete information or management reports for Pix‑based parliamentary amendments allocated to the events sector between 2020 and 2024. The penalty remains in force until the obligations are regularized.

The Ministry of Tourism has ten days to identify non‑compliant entities and formally notify them of the sanction. The Office of the Comptroller‑General of the Union (CGU) must audit the disbursements to entities that have already submitted documentation, checking price adequacy, event execution and proportionality of funds. The measure is part of a broader transparency drive linked to the emergency program (Perse) that granted fiscal incentives to event‑related companies after the COVID‑19 pandemic.
