Rio de Janeiro seeks to restructure R$ 26 billion in banking debt

The government of Rio de Janeiro is seeking to restructure approximately R$ 26 billion in debt held with financial institutions. Acting Governor Ricardo Couto stated that the goal is to re-escalonize these debts to reduce interest costs and improve public finances. Finance Minister Dario Durigan has agreed to mediate negotiations between the state and federal banks, specifically BNDES and Banco do Brasil, to evaluate the feasibility of replacing high-interest loans with more favorable financing terms.

This effort complements the state's recent participation in the Propag program (Programa de Pleno Pagamento de Dívidas dos Estados), which addresses debts owed to the Union. Through Propag, Rio's debt to the federal government was reduced from R$ 210 billion to R$ 168.5 billion, with monthly installments dropping from R$ 436 million to R$ 119 million and payment terms extended to 2056. The state's banking debt restructuring is expected to proceed without requiring new federal guarantees from the National Treasury.

Separately, the National Treasury reported that in July, it paid R$ 152.46 million to cover state and municipal debts for which it acted as guarantor. The total amount disbursed by the Treasury to cover unpaid installments has reached R$ 3.05 billion in 2026.
