Brazil debates sports betting regulation and youth gambling risks

Brazil is facing significant debate regarding the regulation and social impact of online sports betting. In the political sphere, presidential candidates are divided; while some advocate for a total ban, others favor stricter regulation or higher taxes. This debate is complicated by the fact that regulated betting generated R$12.2 billion in public revenue in 2025, a figure for which no candidate has yet proposed a replacement.

Socially, the rise of digital gambling has raised alarms regarding public health and youth vulnerability. Research by the Frente Parlamentar Mista da Educação reveals that approximately 20% of students in the final years of elementary and high school have engaged in online betting, with some as young as 11 years old. The prevalence of gambling among male students is notably higher, reaching nearly 50% in the final year of high school.

Legal and economic concerns are also mounting. The Brazilian Supreme Federal Court is currently reviewing the constitutionality of municipal lotteries. Additionally, studies indicate a significant presence of illegal betting platforms, with some regions reporting high incidences of unregulated gambling. In the São Paulo metropolitan area, while most social program beneficiaries do not gamble, a portion of those who exit legal platforms migrate to clandestine sites.
