Brazil debates sports betting regulation and social impact

Brazil is facing significant debate over the regulation and impact of sports betting. Ahead of the 2026 presidential election, candidates are divided; some propose a total ban on betting platforms, while others advocate for stricter regulation or higher taxes. This debate is complicated by the fact that regulated betting generated R$12.2 billion in public revenue in 2025, a figure for which no candidate has yet proposed a replacement.

Simultaneously, legal and social concerns are mounting. The Brazilian Supreme Federal Court is reviewing the constitutionality of municipal lotteries. On a social level, studies reveal a growing public health crisis: approximately 20% of students in Brazilian primary and secondary schools have engaged in online betting, with some as young as 11. Research indicates that boys are significantly more likely to gamble than girls, and the trend intensifies as students reach high school.

In the São Paulo metropolitan area, research shows that while the vast majority of social program beneficiaries do not use betting platforms, there is a risk of users migrating to illegal, unregulated sites after being blocked or choosing self-exclusion.
