Brazil public debt rises amid election financing shifts
The Brazilian federal government is facing criticism regarding the acceleration of public debt, which has increased by more than 10 percentage points during the first three and a half years of the Lula administration. In response to the negative repercussions, government officials have attributed the rise in indebtedness to the Central Bank's actions.
Simultaneously, the shift in Brazilian election financing is contributing to fiscal pressures. Following a 2015 Supreme Federal Court decision that banned corporate donations to political campaigns, there has been a transition toward public funding. This change has led to the growth of the Special Campaign Financing Fund (FEFC) and the use of mandatory budget amendments, such as 'PIX amendments,' which allow legislators to direct federal funds to local electoral bases. This dynamic has resulted in a continuous expansion of state resources for political purposes, contributing to the overall increase in public debt.
