Brazil public sector updates: remuneration regulations and pension reform mobilization
In Brazil, regulatory and legislative movements are addressing the compensation and social security rights of public sector workers.
The National Council of the Public Ministry (CNMP) has published Joint Resolutions No. 1 and No. 2 to implement recent Supreme Federal Court (STF) decisions regarding the remuneration regime for Public Ministry members. Resolution No. 1 establishes national criteria for compensating unused vacation days and converting certain leave periods into cash payments. Resolution No. 2 regulates the calculation and payment of functional liabilities related to Length of Service Bonuses (ATS), aiming to provide legal certainty and uniformity across the country.
Simultaneously, the National Association of Federal Public Servants (ANFIP Nacional) met in Brasília to coordinate mobilization efforts regarding PEC 6/2024. This constitutional amendment proposal seeks the gradual termination of social security contributions for retired public servants and pensioners. The movement aims to have PEC 6/2024 attached to PEC 555/2006 to facilitate its voting in the Chamber of Deputies.
