Brazil public servant and labor rights developments

Legislative and labor developments in Brazil have focused on the rights and protections of various public and specialized workers. In Marília, a supplementary law project was proposed to provide a 30% salary bonus to social assistance workers managing high-stress environments. Additionally, a bill was introduced in the Legislative Assembly of the State of São Paulo to protect railway workers from job loss following the privatization of specific CPTM lines.

National mobilization efforts have intensified regarding Bill PL 1893/26. Between August 10 and 13, 2026, public servants and union entities conducted a campaign in Brasília and various states to advocate for the approval of the bill’s original text in the Chamber of Deputies. The bill, developed by an interministerial working group, seeks to regulate collective bargaining in the public sector to ensure dialogue and respect for union entities in accordance with international conventions.

This constitutional amendment proposal aims for the gradual termination of social security contributions for retired public servants and pensioners. Proponents seek to attach PEC 6/2024 to PEC 555/2006 to facilitate its voting in the Chamber of Deputies.
