Rio de Janeiro Court restores digital parking system

The Rio de Janeiro Court of Justice has overturned an injunction that had suspended the implementation of the ‘Rio Rotativo Digital’ parking system. The decision, issued by Judge Cláudia Nascimento Vieira, allows the municipal government to proceed with the digital collection system for public parking spaces.

The initial suspension was granted following a legal challenge by the Association of Autonomous Vehicle Guardians São Miguel, which argued that Municipal Law No. 9.157/2025 unconstitutionally encroached upon federal jurisdiction regarding the regulation of professions. However, the appellate judge ruled that the law does not regulate the profession of vehicle guardians, but rather aims to manage the use of public spaces.

Mayor Eduardo Cavaliere welcomed the decision, describing it as a victory for modernization and the rule of law. The judge also noted that halting the implementation could cause irreparable financial damage to the public treasury due to the complexity and costs already incurred by the city.
