Rio's multi‑sector safety, enforcement & urban order

Overview

Rio de Janeiro’s municipal safety and urban order initiatives continued through August 2026. The Rio Rotativo Digital parking pilot, which began on 17 July in the Lagoa Rodrigo de Freitas area, expanded to the South Zone coastline on 10 August. This phase added approximately 1,700 app-based spots across Leme, Copacabana, Ipanema, and Leblon, utilizing the Jaé application for GPS-based identification and digital payments via Pix or credit card. The system replaces paper tickets with a mobile-only operation, and authorized attendants are strictly prohibited from accepting cash.

Legal challenges to the system saw a significant development on 12 August, when Judge Cláudia Nascimento Vieira of the Rio de Janeiro Court of Justice overturned an injunction that had suspended the implementation of Municipal Law 9.157. While the Associação dos Guardadores Autônomos de Veículos São Miguel had argued the law encroached upon federal authority regarding professional regulation, the appellate judge ruled the law aims to manage public spaces rather than regulate the profession. The judge noted that halting implementation could cause “irreparable financial damage to the public treasury.”

Following this victory, the city announced further expansions. On 29 August, officials stated the system would extend to Saara and Praia Vermelha on 14 September to reduce unauthorized street attendance. Additionally, 1,200 spaces will be added along the Barra da Tijuca waterfront. Under the new model, former street attendants will transition into official collaborators using mobile devices to verify payments, though they remain prohibited from charging drivers directly.

Urban mobility and infrastructure management also saw active coordination. On 29–30 July, CET-Rio implemented extensive scheduled closures of several major tunnels and the Elevado das Bandeiras for maintenance and a bridge race.
