Brazil pushes stricter betting ad and credit rules, updates micro‑entrepreneur limits

Senator Carlos Portinho (PL‑RJ) called on Senate President Davi Alcolumbre to coordinate with Chamber President Hugo Motta to accelerate two Senate‑approved measures. One, PL 3.405/2023, would regulate advertising of fixed‑odds sports betting by banning influencer and celebrity promotion, restricting ads during live sports broadcasts and aiming to curb family indebtedness. The other, PLP 108/2021, seeks to raise the annual revenue cap for micro‑entrepreneurs (MEIs) from R$ 81,000 to R$ 144,000 and permit the hiring of an additional employee.

Deputy Lindbergh Farias (PT‑RJ) presented two bills, 3.323/2026 and 3.324/2026, to further tighten betting practices. The first bans all forms of credit‑based betting, including credit cards, Pix‑parcelado, loans and other debt instruments, requiring deposits only from the bettor’s own liquid funds and prohibiting third‑party funding except in limited cases. It also obliges banks, payment platforms and card issuers to block prohibited transactions and calls for a centralized registry managed by the Central Bank. The second bill limits betting advertising to the hours 23:00‑06:00, bars ads during live sports outside that window, and prohibits marketing that targets minors, such as the use of influencers, mascots or child‑friendly themes.
