Brazil implements new rules for health residency programs
New regulations have been established for health professional residency programs in Brazil. According to Resolution No. 2/2026, issued by the National Multiprofessional Health Residency Commission and the Ministry of Education (MEC), residents now have legal security to participate in various educational activities.
Permitted activities include postgraduate courses (lato sensu), master's and doctoral programs, research projects, and scientific events. These opportunities are allowed provided they do not interfere with the mandatory workload or pedagogical requirements of the residency program. The regulation lists 13 types of permitted educational offerings, such as experiences within the Unified Health System (SUS) and short-term courses.
To ensure academic integration, the Multiprofessional Residency Commission (Coremu) must provide prior authorization for residents to use these activities toward their residency hours, which is capped at 240 hours per year. Additionally, the rules establish criteria for the cumulative receipt of teaching, research, and extension scholarships or financial aid. Residents remain prohibited from holding additional employment that would compromise their residency workload or create an incompatible employment bond.
