Brazil scrutinizes debt transparency and fiscal law compliance

In Brazil, authorities are examining the impact of the “Limpa Nome” scheme, which is alleged to have hidden about R$130 billion in debt from public credit queries. Data from the state of Acre shows the protest‑registration system recovered roughly R$1.55 billion in 2025, processing over 120 000 titles and paying back R$54.8 million, underscoring the role of public protest records for creditors.

TCU president Vital do Rêgo Filho warned that the National Congress is violating the Fiscal Responsibility Law by approving expense‑raising measures without identified compensation sources. He cited recent bills that could add up to R$140 billion in fiscal impact, alongside other proposals totalling tens of billions. Rêgo also highlighted the “Destrava II” technical cooperation program aimed at coordinating ministries and courts to resume halted public works, emphasizing the need for technical oversight in fiscal decisions.
