Brazil approves national system to prevent and combat femicide

The Chamber of Deputies' Public Safety Committee approved a bill establishing the Sistema Nacional de Prevenção e Combate ao Feminicídio (SinaFem). The law creates a nationwide framework that integrates security, justice, health and social assistance agencies to prevent violence against women and protect femicide victims.

Key provisions include an Immediate Risk Alert that obliges police to respond within one hour of a serious threat, mandatory budgeting by states, the Federal District and municipalities for women‑protection policies, and federal co‑financing. SinaFem also creates a national network of shelters, a fund to support children of femicide victims, and requires 24‑hour women’s police stations in municipalities with over 100,000 inhabitants. Additional measures cover permanent awareness campaigns, training of public agents, a national women‑protection patrol, a risk‑dossier system, school‑based prevention programs and a national hotline for qualified risk reports.

The proposal now moves to the committees on Women’s Rights, Finance and Taxation, and Constitution and Justice before a plenary vote in the Chamber and subsequent Senate approval.
