Brazil Senate approves betting revenue transfer to Federal Police health fund

The Brazilian Senate approved a provisional measure (MP 1.348/26) that will redirect a share of the revenue generated by fixed‑quota sports betting (“bets”) to the Funapol, the fund that finances the Federal Police’s equipment and operations.

The measure sets a gradual transfer schedule – 1 % of betting revenue in 2026, 2 % in 2027 and 3 % from 2028 onward – and allows an additional up to R$200 million from the Treasury in 2026. The redirected funds are earmarked for health‑care expenses of Federal Police employees and may also be extended to the Federal Highway Police and Federal Penal Police. The bill also broadens Funapol’s revenue sources to include voluntary transfers and donations from states, municipalities and foreign entities. The text now moves to President Luiz Inácio Lula da Silva for sanction.
