Brazil Senate approves national electric vehicle battery recycling policy
The Brazilian Senate's Environment Committee (CMA) has approved a bill establishing the National Policy for Vehicle Battery Circularity (PL 2.132/2025). The legislation aims to regulate the reuse, traceability, and recycling of batteries from electric and hybrid vehicles.
The approved text includes a substitute presented by Senator Confúcio Moura and an amendment by Senator Hamilton Mourão. The amendment provides flexibility for reverse logistics, allowing it to be implemented through sectoral agreements, terms of commitment, or specific regulations to avoid increasing costs for the emerging industry.
The policy covers the entire component lifecycle, from manufacturing to final disposal, and may include a battery passport system for shared responsibility between producers and users. The bill also proposes the creation of a Management Committee composed of federal, state, and municipal representatives, alongside regulatory agencies and the productive sector. This move follows a significant rise in the market, with the Brazilian Electric Vehicle Association (ABVE) reporting 177,000 electric vehicle registrations in 2024, an 80% increase from the previous year.
