Brazil electric vehicle battery recycling policy
Overview
The Brazilian Senate’s Environment Committee has approved a bill to establish the National Policy for the Circularity of Vehicle Batteries. The legislation seeks to regulate the reuse, traceability, and recycling of batteries from electric and hybrid vehicles.
The approved text includes a substitute report by Senator Confúcio Moura and an amendment by Senator Hamilton Mourão. This amendment provides flexibility for reverse logistics through sectoral agreements or specific regulations to prevent increased costs from impacting the emerging domestic electric vehicle industry. The policy may also include a battery passport system to manage shared responsibility between producers and users.
The legislative move follows rapid market growth, with the Brazilian Electric Vehicle Association (ABVE) reporting 177,000 electric vehicle registrations in 2024, an 80% increase from the previous year. The proposal is set to move to the Chamber of Deputies.
