Brazil's Federal Police fund to receive up to 3% of betting revenue
The Chamber of Deputies approved Measure Provisória (MP) 1.348/2026, directing a portion of the revenue from quota‑fixed sports betting (bets) to the Fundo para Aparelhamento e Operacionalização das Atividades‑Fim da Polícia Federal (Funapol). The allocation will be phased: 1% of betting proceeds in 2026, 2% in 2027 and 3% from 2028 onward, taken after prize payouts and income‑tax deductions. The government may also inject up to R$200 million into Funapol in 2026, using Treasury resources.
The reform shifts resources previously earmarked for social security to cover police health expenses, reimburse medical costs for federal police, and potentially compensate officers for extraordinary activities. It expands Funapol’s funding sources to include voluntary transfers from federative entities, international bodies and private donations. The mixed commission approved the text, and it now proceeds to the Senate for final consideration. Proponents argue the measure will strengthen the financial sustainability of the Federal Police and enhance public‑security financing without creating new mandatory expenditures.
