Brazil Senate committee backs bill letting women under protective orders carry firearms

On 14 June, Brazil's Senate Public Security Committee examined OPL 3.272/2024, which would allow women aged 18 who are under a temporary protective measure to obtain a temporary firearm carry permit. This would create an exception to the standard rule that requires a minimum age of 25. Applicants must still satisfy the technical and psychological requirements of the Disarmament Statute.

The proposal, introduced by former Senator Rosana Martinelli, was reported by Senator Flávio Bolsonaro (PL‑RJ), who recommended approval with amendments adopted by the Human Rights Committee, including that the permit ends when the protective measure is lifted. The committee’s decision is terminative; if unchallenged, the bill proceeds to the Chamber of Deputies. The same session also addressed PL 3.890/2020 establishing a Victim Statute and other gun‑permit bills for professions such as real‑estate brokers and lawyers, which have gained commission approval but still require full legislative passage.
