Brazil Senate Committee classifies pedophilia crimes as hedonic and non-bailable

The Chamber of Deputies' Constitution and Justice Committee approved a bill that designates pedophilia and related sexual offenses against children and adolescents as crimes hedonic and inafiançáveis (non‑bailable). The proposal, PL 3.158/2025, also amends the Hedonic Crimes Law and the Criminal Procedure Code to apply stricter sentencing, prohibit parole, and eliminate the possibility of bail for these offenses. Sponsored by Deputy Laura Carneiro (PSD‑RJ) and endorsed by Senator Eliziane Gama (PSD‑MA), the measure now proceeds with an urgent request for plenary consideration.

The legislation aims to close gaps in Brazil’s legal framework, strengthen protection for vulnerable minors, and respond to new forms of exploitation, including digital environments. By classifying these crimes as hedonic, the law imposes harsher penalties and blocks any avenues for amnesty, grace, or early release, reinforcing a symbolic stance against sexual violence toward children.
