Brazil Senate Commission approves restrictions on sports betting advertising

The Brazilian Senate's Science and Technology Commission (CCT) has approved a bill (PL 2.470/2026) that significantly restricts the advertising and sponsorship of fixed-odds betting and online games. The proposal, authored by Senator Damares Alves and reported by Senator Alessandro Vieira, aims to protect mental health, consumers, and family finances.

Key provisions include a broad ban on betting advertisements across radio, television, newspapers, social media, streaming services, and search engines. The bill also prohibits sponsorships for sports clubs, championships, and broadcasts. Furthermore, it seeks to regulate addictive app designs and limit algorithms, particularly those targeting low-income populations. Promoting illegal betting operations would be classified as a crime, punishable by one to five years in prison.

The legislative move follows alarming data regarding the social impact of gambling. The Ministry of Health reported that approximately 25 million Brazilians used legalized betting platforms last year. Additionally, data from the Ministry of Social Security indicates that sickness benefits related to gambling addiction (ludopathy) surged by 2,300% over a two-year period. The bill also includes a two-year quarantine period for professionals moving between the betting industry and regulatory agencies.
