Brazil Senate Extends ‘Blusinhas’ Tax Waiver and Fuel Subsidy Provisional Measures
Senator Davi Alcolumbre, president of the Brazilian Senate, signed a decree on 6 July extending the validity of two provisional measures (MP 1.357/2026 and MP 1.358/2026) for an additional 60 days. MP 1.357/2026 removes the import tax on international postal shipments valued up to US$ 50, commonly known as the “blusinhas” tax, while MP 1.358/2026 provides subsidies to producers and importers of petroleum‑derived fuels.
The extensions were published in the Official Gazette, moving the deadline for congressional review to 22‑23 September. Both measures remain in force pending approval by a mixed commission of deputies and senators; if not approved within the constitutional timeframe, they will lapse. The Ministry of Finance has also indicated a gradual phase‑out of fuel subsidies, citing lower oil prices after reduced geopolitical tension in the Middle East.
