Brazil Senate moves to first‑round vote on health‑agents retirement bill

The constitutional amendment known as PEC 14/2021, which would create a differentiated retirement regime for Brazil's community health agents and endemic‑disease combat agents, passed its fourth discussion session in the Senate plenary on 9 July. Because the final mandatory session is scheduled for 14 July, the amendment is set to be voted on in the first round on that day. To pass, the proposal must obtain the support of at least 49 senators in both voting rounds. Drafted by former deputy Dr. Leonardo, the text grants retirement at age 57 for women and 60 for men, provided the workers have at least 25 years of contribution and effective service. The Executive, through the Finance and Planning ministries, estimates the fiscal impact could reach up to 3 billion reais annually. Senate President Davi Alcolumbre expects the amendment’s procedure to be concluded by 15 July, following the regular timetable.
