Brazil Senate to vote on pension reform for health agents

Senate President Davi Alcolumbre announced that the constitutional amendment PEC 14/2021, which establishes a differentiated retirement scheme for community health agents and agents fighting endemic diseases, could be brought to a plenary vote as early as next week. The proposal sets retirement ages at 57 for women and 60 for men, provided they have 25 years of contribution and active service, and applies to workers under both the General Social Security Regime and state pension schemes.

The measure, approved by the Chamber of Deputies in October 2025, is projected to cost between R$ 3 billion and R$ 69 billion annually, generate a deficit of about R$ 28 billion in pension regimes, and increase expenditures by roughly R$ 24 billion over ten years. Lawmakers are debating how the funding burden will be shared among the federal government, municipalities and state pension systems. The amendment also includes provisions to count periods of class‑representative mandates and functional readjustment toward retirement eligibility. If passed, the amendment will become part of the Federal Constitution.
