Brazil Supreme Court Minister Alexandre de Moraes archives Abin Paralela probe

On 20 July, Supreme Court Minister Alexandre de Moraes ordered the archiving of the criminal investigation known as “Abin Paralela”. The probe examined the alleged illegal use of the Brazilian Intelligence Agency (Abin) to monitor public officials, journalists and political opponents during former president Jair Bolsonaro’s administration. Moraes followed the Prosecutor General’s Office opinion, noting that Bolsonaro had already been convicted on related charges in a separate case and therefore could not be pursued again. The decision also closed investigations against former intelligence chief Alexandre Ramagem, Giancarlo Gomes Rodrigues and Marcelo Araújo Bormevet, who had previously been sentenced.

For individuals without privileged jurisdiction – including Bolsonaro’s son Carlos Bolsonaro, former Abin director Luiz Fernando Corrêa, former deputy director Alessandro Moretti, former internal affairs officer José Fernando Moraes Chuy and former operations coordinator Lucio de Andrade Vaz Parente – the case was transferred to the Federal Regional Court of the 1st Region (TRF‑1) for first‑instance processing. Moraes said the accusations were “generic conclusions” lacking concrete evidence of specific criminal conduct. The Federal Police must cancel the indictments, and the evidence will be shared with the parallel fake‑news inquiry.

The investigation had earlier alleged a clandestine “Cabinet of Hate” that coordinated disinformation campaigns and illegal monitoring using the First Mile geolocation system.
