Brazil Organized Crime Investigations Expand

In late June 2026 the Senate Committee of Inquiry into Organized Crime summoned former governors Ibaneis Rocha and Cláudio Castro and former Central Bank chief Roberto Campos Neto, demanding documents from state firms and the Air Force to map possible links between public officials, financial structures and illicit schemes.

By early July the focus shifted to the conduct of CPI member Senator Alessandro Vieira, whose attempt to indict Supreme Court Justice Gilmar Mendes was deemed an abuse of power by the Federal Prosecutor’s Office, prompting a referral for possible electoral sanctions.

On 20 July 2026 Supreme Court Minister Alexandre de Moraes ordered the archiving of the “Abin Paralela” probe, citing the Prosecutor General’s opinion and double‑jeopardy after the same conduct had been judged in a separate coup‑attempt case. The ruling dismissed charges against former President Jair Bolsonaro, former ABIN director Alexandre Ramagem and several senior ABIN officials—including Luiz Fernando Corrêa, Alessandro Moretti, José Fernando Moraes Chuy and Lucio de Andrade Parente—because the evidence was deemed generic. It also cleared Giancarlo Gomes Rodrigues and Marcelo Araújo Bormevet, who had previously been sentenced. The remaining inquiry targeting Bolsonaro’s son, Carlos Bolsonaro, was transferred to the Federal Regional Court of the 1st Region (TRF‑1), and the Federal Police were instructed to cancel the related indictments. Collected evidence was handed to a parallel fake‑news investigation. The probe had earlier alleged a clandestine “Cabinet of Hate” that coordinated disinformation campaigns and illegal monitoring using the First Mile geolocation system, with the gathered evidence preserved for future related probes.
