Brazil Senator Damares Alves urges launch of national pedophile registry

Senator Damares Alves (Republicanos‑DF) on 2 July 2026 pressed the Brazilian government to implement the Cadastro Nacional de Pedófilos e Predadores Sexuais, a registry mandated by Laws 14.069 (2020) and 15.035 (2024) that has yet to be put into effect. She highlighted a recent case in São Paulo where pastor Dário Conceição, 64, was arrested on suspicion of trying to rape his 91‑year‑old mother‑in‑law, alleging he turned off the internet to evade monitoring. Alves said, “Nós não temos um cadastro nacional de pedófilos e nem de estupradores,” emphasizing the failure to protect vulnerable citizens.

The delay in establishing the registry is the subject of a Supreme Court action (ADPF 1328) filed by the Novo Party, which accuses the government of omission. In response, officials cited technical and operational challenges and ambiguities left in the legislation as reasons for the postponement.
