Brazil raises national teacher salary floor to R$5,130

The federal government, signed into law by President Luiz Inácio Lula da Silva on 19 June 2026, set a new national minimum salary for basic‑education teachers at R$ 5,130.63 per month, a 5.4 % increase over the previous floor. The law establishes that future annual adjustments will be calculated using the sum of the National Consumer Price Index (INPC) and 50 % of the average real growth of Fundeb revenues over the previous five years, with the adjustment never falling below inflation.

The measure also expands the definition of teaching staff to include temporary contracts and early‑childhood educators, and requires the Ministry of Education to publish each year a detailed “memory of calculation” for transparency. The estimated fiscal impact for 2026 is between R$ 6.4 billion (Senate estimate) and R$ 8 billion (municipal estimate), placing additional pressure on state and municipal budgets.

The new floor will take effect from January 2026 and will be financed from resources linked to the constitutional education fund (Fundeb). Municipal and state officials have warned that the increased payroll obligations could strain local finances, calling for negotiated arrangements at the federation level.
