Brazil Supreme Court shifts crime‑fighting strategy in Rio de Janeiro
The Supreme Federal Court (STF) ruled in April 2025 on ADPF 635 – known as the “ADPF das favelas” – mandating a permanent Federal Police task force to dismantle organized crime in Rio de Janeiro. The decision requires the Union to guarantee budget support and to give priority to the Council for Financial Activities Control (Coaf), the Federal Revenue Service and the Rio de Janeiro State Treasury in investigations.
The ruling redirects the fight against crime from frequent raids in favelas to a three‑pillar approach: the armed component (facções and milícias), the economic component (fuel trafficking, contrabando, money laundering, illegal gambling) and the institutional component (public agents, politicians and officials who allegedly protect criminal schemes). Cecília Olliveira, executive director of the Instituto Fogo Cruzado, described the shift as a “silent revolution”.
Since the decision, the strategy has led to the arrest of high‑level state officials—including judges, legislators, police officers and former mayors—and to operations such as Zargun that investigated alleged links between the Red Command (Comando Vermelho) and public officials.
