Brazil tax reform introduces split payment and new consumption taxes

Brazil is undergoing a major tax reform that will replace several consumption taxes, including PIS, Cofins, IPI, ICMS, and ISS, with a dual Value Added Tax (VAT) system consisting of the Contribuição sobre Bens e Serviços (CBS) and the Imposto sobre Bens e Serviços (IBS).

A central component of this transition is the ‘split payment’ mechanism, which automatically segregates the tax portion of a transaction at the moment of financial settlement. While intended to reduce fraud and tax evasion, the mechanism raises concerns regarding corporate cash flow, working capital, and the need for significant technological and architectural updates to ERP systems.

The transition is set to begin in 2026, with the CBS expected to be collected starting in January 2027. Various sectors, including automotive parts distribution, event services, and public procurement suppliers, are facing challenges in adjusting pricing structures and managing tax credits. Additionally, the implementation of the ‘Selective Tax’ (Imposto Seletivo) has faced delays, potentially impacting the 2027 fiscal planning for industries involving products like tobacco, alcohol, and vehicles.
