Brazil tax reform: Receita Federal submits CBS calculation model to TCU
Brazil's tax reform continues to advance as the Receita Federal submits the calculation model for the reference rate of the Contribuição sobre Bens e Serviços (CBS) to the Tribunal de Contas da União (TCU). The specific rate remains undefined and is expected to be determined following the technical validation by the TCU and subsequent Senate action.
Under the new system, the CBS will replace PIS and Cofins starting in 2027. The federal government estimates total revenue from the CBS and the Selective Tax (targeting products harmful to health or the environment) will reach R$ 677.9 billion in 2027, with R$ 636 billion attributed to the CBS. Additionally, the IPI rate will be reduced to zero for most products, except those related to the Manaus Free Trade Zone.
To facilitate the transition, the Receita Federal will release new free APIs in October 2026 to allow for incremental queries of tax data, including debits, credits, and payments. Meanwhile, businesses are monitoring the implementation of the split payment mechanism, which the CACB warns could reduce company cash flow by up to 28% by the end of the transition period. An alternative mechanism, RAD (Recolhimento Antecipado pelo Adquirente), is also available to help buyers secure tax credits.
