Brazil blocks 3 million social benefit recipients from betting sites
More than 3 million people receiving federal social benefits in Brazil have been blocked from accessing licensed online betting platforms. This measure follows a decision by the Supreme Federal Court (STF) to prevent social program funds from being used for gambling, aiming to protect family budgets and mental health.
The block is implemented through the ‘Impedidos’ module within the Betting Management System (Sigap), developed by Serpro for the Ministry of Finance. The system uses real-time CPF cross-referencing to automatically verify eligibility during registration and daily logins. Affected individuals include beneficiaries of Bolsa Família, BPC, Fies, and debt renegotiation programs like Desenrola Brasil.
When an existing account is identified as belonging to a blocked individual, the betting platform has up to three days to close the account. All remaining balances must be returned in full to the account holder. The restriction is based on the user's CPF and does not impose additional penalties or fines on the citizens.
