Brazil to require digital registration for electric bicycles

The Brazilian Chamber of Deputies is reviewing Project Law 4920/2025, which would create a free, national digital register for electric bicycles. Each bike would be linked to the owner’s CPF or CNPJ and identified through a QR code that traffic agents could scan. The proposal sets a minimum riding age of 15, mandates helmets certified by INMETRO, and requires basic lighting, bells, reflectors and protective eyewear. Speed limits would be 6 km/h on sidewalks, 25 km/h on bike lanes and up to 32 km/h on streets, with penalties for altered power or speed.

A related safety‑education event was held at the Federal University of Viçosa, where municipal traffic officials briefed engineers and delivery‑company staff on the new regulations for electric scooters, motor‑assisted skateboards, and other self‑propelled vehicles. The session emphasized compliance with the forthcoming rules, proper protective gear and the responsibility of delivery platforms to train riders and keep vehicle data up‑to‑date.
