Brazil: Voting rights and registration for homeless populations
In Brazil, the right to vote is a fundamental pillar of citizenship guaranteed by the Federal Constitution. Legal frameworks ensure that even individuals experiencing homelessness can exercise this right. According to the Superior Electoral Court (TSE) Resolution No. 23.659/2021, electoral domicile can be established through various ties, such as affective, family, economic, professional, or community connections, meaning a fixed address is not a requirement for registration.
Furthermore, the National Judicial Policy for Attention to People in Street Situations (CNJ Resolution No. 425/2021) guarantees this population access to basic civil identification and electoral registration. Citizens can apply for registration online via the 'Título Net' system or in person at local Electoral Justice units. For the 2026 elections, the registration deadline was set for May 6.
