Brazilian audit courts intervene in municipal contracts and pension deficits

State audit courts in Brazil have intervened in municipal administrative matters in Maranhão and Rio de Janeiro.

In Imperatriz, Maranhão, the Tribunal de Contas do Estado (TCE-MA) suspended payments for a R$ 23.4 million paving contract between the city government and NEX Empreendimentos Ltda. The preventive measure follows investigations into potential irregularities in the bidding process. Auditors noted that the company's social capital increased from R$ 10,000 to R$ 8 million shortly before the tender, and a physical inspection of its declared address revealed a different establishment. The mayor has 15 days to present a defense.

In Casimiro de Abreu, Rio de Janeiro, the Tribunal de Contas do Estado (TCE-RJ) has ordered municipal authorities to address a projected R$ 9 million actuarial deficit in the local social security system. Actuarial reports indicate that future pension and retirement obligations exceed R$ 350 million. The court has set a 30-day deadline for the mayor and the president of the municipal pension institute to implement an amortization plan, warning of daily fines if the requirements are not met.
