Brazilian audit courts tighten procurement oversight
Overview
In late July 2026 Brazil’s audit courts intensified both enforcement and capacity‑building. Earlier oversight actions included a complaint to the Piauí Court (TCE‑PI) over a flawed electronic auction that disqualified the lowest offer, an admonition in Ceará for hiring a driver without a licence, and the Bahia Municipal Court’s (TCM) suspension of a uniform bid, as well as TCE‑PE’s provisional halt of a R$28.8 million school‑meal tender. New developments broadened the scope. On 12 July, the Goiás Court (TCE‑GO) launched its first environmental audit in the Araguaia region and opened a special accounts‑taking into alleged R$2.8 million losses at a state hospital; the Amazonas Court (TCE‑AM) placed a precautionary measure on the mayor of Beruri for failing to publish the municipal payroll. The July 21 suspension of the Hydros contract and TCE‑PE’s disagreement were reaffirmed. Training continued with TCU’s August 24‑26 conflict‑resolution course and TCESP’s July 30 session in Barretos. Santa Catarina and Amazonas expanded free in‑person courses for municipal officials. On 5 August, the Paraná Court (TCE‑PR) upheld the conviction of a former mayor for attempting a R$5 million procurement of interactive tables without bidding, and the Piauí Court (TCE‑PI) admitted a denunciation over a R$600 thousand direct hiring of a singer for a municipal festival.
