Brazil betting ban: R$ 652 million withdrawn as industry protests

Following the implementation of a provisional measure prohibiting fixed-odds betting in Brazil, the Ministry of Finance reported that user balances on platforms have dropped by R$ 652.6 million since September 26. Approximately R$ 1.453 billion remains in accounts belonging to 28.65 million individual tax IDs (CPFs). The government has instructed users to voluntarily withdraw their funds by 11:59 PM on Monday, October 5, before sites and apps cease operations.

Authorities have intensified enforcement, identifying over 10,000 illegal betting sites for blocking and requesting the removal of thousands of social media profiles. The Ministry of Finance noted that daily platform turnover, previously estimated at R$ 600 million, has been largely halted.

In response, industry associations, including the National Association of Games and Lotteries (ANJL) and the Brazilian Institute of Responsible Gaming (IBJR), have launched protests. They argue that the prohibition does not eliminate gambling but instead drives users toward the illegal, clandestine market. These associations have also utilized advertising space during Brazilian football matches to campaign against the measure. Meanwhile, the industry has petitioned the Supreme Federal Court (STF) to overturn the ban, citing legal uncertainty and a lack of technical studies, a request currently under review by Justice Luiz Fux.
