Brazil advances national policy to boost women’s entrepreneurship

Deputy Soraya Santos (PL‑RJ) has introduced Bill 2632/26, creating the “Mulheres em Movimento” policy – a National Integrated Policy for Economic Autonomy, Entrepreneurship and Productive Insertion of Women. The proposal targets women whose annual revenue does not exceed R$ 360 000, including micro‑entrepreneurs, family farmers, cooperatives with at least 80 % female participation and professionals. Priority is given to low‑income heads of household, victims of domestic violence, long‑term unemployed, women over 50, those in social vulnerability and mothers of children with disabilities.

Key instruments include a transitional financial incentive of up to R$ 3 242 per beneficiary, professional training, technical guidance and directed micro‑credit. The Union will coordinate the policy with decentralized implementation by states, municipalities and the Brazilian Micro and Small Business Support Service (Sebrae). Financial institutions must allocate at least 50 % of credit program resources to women‑led enterprises, and the Micro‑Enterprise Guarantee Fund (Fampe) may guarantee up to 100 % of financed amounts. The bill is currently under analysis in the Chamber of Deputies and, after urgency approval, could be voted in plenary before moving to the Senate.
