Brazil's Chamber Education Committee approves child protection education bill

The Education Committee of Brazil's Chamber of Deputies approved a substitute text of Bill 6069/25, originally proposed by Deputy Romero Rodrigues. Deputy Dagoberto Nogueira (PP‑MS), acting as rapporteur, led the vote.

The approved version obliges public authorities, schools, families and society to carry out educational and awareness actions aimed at preventing the premature sexual and social maturation of children and adolescents, commonly referred to as "adultização". The substitute removes the original legal definition of adultização, the requirement for schools to embed the topic in their internal regulations and pedagogical projects, the possibility of reporting to the Child Protection Council, and any liability for school managers. Instead, it calls for general protective educational initiatives.

Dagoberto Nogueira justified the changes, stating: "O tratamento legislativo deve priorizar diretrizes educativas e campanhas de conscientização, evitando impor obrigações muito específicas." He also stressed the autonomy of schools in defining their pedagogical approaches. The measure amends the Child and Adolescent Statute (ECA). It now proceeds to concluding analysis by the commissions on Pensions, Social Assistance, Childhood, Adolescence and Family, and Constitution and Justice, before needing approval by the full Chamber and the Senate.
