Brazilian Chamber Committee Approves Social Rental in Minha Casa, Minha Vida

The Finance and Taxation Committee of Brazil's Chamber of Deputies approved a proposal to add a social‑rental (aluguel social) option to the Minha Casa, Minha Vida housing program. The measure targets families with a gross monthly income of up to R$ 5,000, allowing immediate access to dignified housing without long‑term mortgage debt. Funding would come from the Residential Leasing Fund (FAR), with the rental assets managed by public entities such as municipalities, state housing agencies, or private partners under rules to be set by the executive.

Deputy Merlong Solano, the bill’s rapporteur, said, “By linking housing costs to families’ payment capacity, social rental makes immediate dignified housing possible without the need for long‑term indebtedness.” The proposal does not create automatic expenditures; implementation depends on the availability of federal budget resources each year. The bill now moves to the Constitution and Citizenship Committee for further review before requiring approval by the full Chamber and the Senate.
