Brazilian cities roll out digital parking system and post‑use fee reforms

Rio de Janeiro began a pilot of the Rio Rotativo Digital, replacing paper tickets with the Jaé mobile app for 667 rotating‑parking spaces around the Lagoa Rodrigo de Freitas. Drivers must register the spot via GPS, enter the license plate and select the duration, paying the standard R$2 fee for up to two hours through PIX or credit card. The system aims to modernise public‑space management and curb irregular charges, with municipal traffic guards now only collecting occupancy data.

In Ouro Preto, the municipal government introduced a Tarifa de Pós‑Utilização (TPU) that lets drivers regularise a missed rotativo payment for R$35 within 24 hours, avoiding a formal traffic fine. The fee can be used up to three times per vehicle each month; beyond that, the infraction proceeds to a standard citation. The TPU amount is fixed by decree and may be adjusted annually for inflation.

Both measures reflect a broader push by Brazilian municipalities to digitise parking enforcement and provide flexible payment options while maintaining revenue streams for city services.
