Brazil Senate Passes Stricter Penalties for Digital Sexual Abuse of Minors
The Senate’s Human Rights Commission (CDH) approved Project PL 3.066/2025, which toughens punishments for digital sexual violence against children and adolescents. The bill raises imprisonment for producing, distributing or selling exploitative material from the current 4‑8 years to 4‑10 years, and increases penalties for storage and access from 1‑4 years to 3‑6 years. It also adds a one‑third to two‑thirds penalty boost when the crime involves artificial‑intelligence tools such as deepfakes, filters, or false profiles. The legislation replaces the term “child pornography” with “sexual violence against children or adolescents” and requires that offenders using AI face higher sentences. Sponsored by Deputy Osmar Terra (PL‑RS) and reported by Senator Damares Alves (Republicanos‑DF), the proposal now moves to the Senate plenary with an urgency request.
