Brazilian deputy proposes law banning overseas players and foreign coaches from national team

Deputy Luiz Carlos Hauly (Podemos‑RS/PR) introduced Bill PL 3.582/2026 in the Chamber of Deputies on 8 July 2026. The proposal would restrict the Brazilian men’s and women’s national football teams – at senior, youth and base levels – to players who are registered with clubs in Brazil, and would require all members of the coaching staff, including the head coach, to be Brazilian and employed by Brazilian clubs. The measure also seeks to prohibit clubs, federations and other sports entities from advertising betting companies.

Hauly justified the bill as a way to “strengthen Brazilian football” after Brazil’s early elimination from the 2026 World Cup, where the team lost 2‑1 to Norway in the round of 16. Only seven of the 26 players called by Italian coach Carlo Ancelotti were playing in Brazil, the lowest domestic representation since 1990. The proposal is awaiting referral by the Chamber’s Board of Directors and, if approved, will move to the Senate and then to presidential sanction.

The bill echoes a similar initiative Hauly presented in 2006, and it has sparked debate over its potential impact on player development, club finances and the broader football ecosystem in Brazil.
