Brazil's Early Childhood Enrollment Hits 9.4 Million, Up 11% Since 2016

The 2025 National Household Sample Survey (PNAD) reported that 9.4 million children aged 0‑5 were enrolled in Brazilian creches and schools, marking an 11 % increase from 2016. Enrollment of children aged 0‑3 reached 43.3 %, the highest level since the survey began, while pre‑school attendance for ages 4‑5 rose to 96.1 %. The figures remain below the 50 % target set for 2024 in the National Education Plan (PNE) and the new PNE aims to reach at least 60 % of three‑year‑olds by 2034. Experts highlighted persistent regional, racial and socioeconomic gaps, noting that children from poorer families are less likely to attend early‑childhood programs. They called for stronger technical and financial support to municipalities, better infrastructure, and policies that link funding to demand and equity. The upcoming PNE draft emphasizes expanding public creches as a core pillar for reducing inequality and supporting women's labour market participation.
