Brazil 2026 education policy and exam initiatives
Overview
In May 2026, Brazil’s Ministry of Education set the deadline for fee-exemption appeals for the National High School Exam (ENEM) and announced automatic enrollment for public-school seniors. Registration opened on 25 May, with exams on 8 and 15 November. The deadline was repeatedly extended in June, and the complementary Sisu+ round opened on 15 June, filling 99.5% of its 9,436 public-university slots. Parallel programmes such as Prouni scholarship registration (July) and FIES loans were also launched, alongside cash-incentive schemes like Pé-de-Meia and the PDDE Equidade school-funding plan.
Regarding the 2026/2 Prouni cycle, the program offered over 471,000 scholarships—comprising 219,725 full-tuition and 251,579 partial awards—across 879 private institutions. A documentation verification period for pre-selected students in the second call concluded on 14 August. For those not selected in the first two calls, the window to express interest in the waiting list is 26–27 August, with results due on 1 September and subsequent verification running through 14 September.
A dispute arose when student Eduardo Luvizetto dos Santos was denied a full-tuition award at UNIP because the university counted his mother’s online betting transactions as family income. To support low-income students, the Ministry of Education provides the ‘Bolsa Permanência’ (Stay Scholarship) of R$ 700 monthly. To qualify, students must hold a 100% Prouni scholarship, be enrolled in an in-person, full-time degree program of at least six semesters, and maintain an average of at least six hours of daily class attendance. Applicants must coordinate with their specific institution's Prouni office, as there is no centralized national application platform for this benefit.
