Brazilian municipal procurement audits expose irregular bidding and hiring practices

The Tribunal de Contas do Estado do Piauí (TCE‑PI) accepted a complaint against the auctioneer of Patos do Piauí, Vinicius Carvalho de Lima, alleging irregularities in the electronic bidding process (Pregão Eletrônico nº 011/2026) for permanent municipal supplies. The company C M L de Abreu Ltda. claims its best offer of R$ 709,796.90, representing about 77 % of the budget, was unjustly disqualified. The probe highlights deviations from the edital, the grouping of 57 items into a single lot, the use of an undocumented 30 % discount criterion, and the failure to assess price feasibility. Councilor Lilian Martins acknowledged the complaint but denied a precautionary suspension, ordering the auctioneer to submit clarifications within 15 days.

In Nordestina, Ceará, the Tribunal de Contas partially upheld a complaint regarding the temporary hiring of driver José Crispim da Silva Goes, who worked for two months in 2021 without a valid driver's licence. The administration of mayor Eliete de Ito was found to have neglected legal verification requirements. The court issued a formal admonition to the mayor, noting no financial loss to the municipality because the services were duly rendered, and no fine or restitution was applied.
