Brazilian State Audit Courts Uphold Procurement Violations in Paraná and Piauí

The Tribunal de Contas do Estado do Paraná (TCE‑PR) unanimously upheld the conviction of former Piraquara mayor Josimar Fróes for attempting to procure R$ 5 million worth of interactive educational tables without a public bidding process. The court rejected his appeal, ordered a fine of 40 times the state fiscal unit (about R$ 5.9 thousand), and forwarded the case to the Paraná Public Prosecutor’s Office for possible further action.

In a separate case, the Tribunal de Contas do Estado do Piauí (TCE‑PI) admitted a denunciation concerning the direct hiring of singer Rey Vaqueiro for R$ 600 thousand to perform at the Fest Férias 2026 event in Parnaíba. The complaint alleges price irregularities, potential personal promotion of mayor Francisco Emanuel, and violations of legal, publicity and economic principles. The court has summoned the mayor and several municipal officials for comment and will continue the investigation.

Both state audit courts are scrutinising irregular procurement practices by municipal officials, emphasizing the need for compliance with bidding rules and fiscal responsibility.
