Brazil AGU sues 17 betting operators for R$ 1 billion
The Brazilian Attorney General's Office (AGU) has filed a civil public action in the Federal Court of Pernambuco against 17 online betting operators. The lawsuit seeks a minimum of R$ 1 billion in compensation for collective moral damages and reimbursement for expenses incurred by the Unified Health System (SUS) due to gambling-related illnesses.
Additionally, the AGU is requesting the double restitution of funds bet by individuals diagnosed with ludopathy, or pathological gambling disorder. The government argues that current mandatory revenue allocations to the Ministry of Health—only 0.12% of operator revenue, totaling approximately R$ 50 million last year—are insufficient to cover the estimated R$ 2.6 billion in healthcare costs.
Data presented in the action indicates that approximately 28 million Brazilians currently engage in betting, with 10.9 million exhibiting risky or problematic patterns. The 17 targeted companies represent roughly 80% of the national fixed-odds betting market. The lawsuit also highlights that SUS consultations related to pathological gambling and excessive betting behavior increased by approximately 140% between January 2018 and December 2025.
