Brazil's aviation regulators face drone and eVTOL rule changes

A public petition launched on July 28 by drone enthusiast Rafael Ritter asks Brazil's airspace authority (DECEA) to revise the new ICA 100‑40 regulation that, from 1 July 2026, requires pre‑flight authorisation for recreational drones weighing up to 250 g. The petition seeks an exemption from case‑by‑case authorisation, adoption of the term “peso em voo” to align terminology with ANAC rules, and removal of toys from the regulation’s scope.

Separately, the National Civil Aviation Agency (ANAC) opened a public consultation to define technical noise limits for the Eve 100, Embraer’s electric vertical‑take‑off‑and‑landing (eVTOL) vehicle. The draft rule targets a maximum sound level of about 15 decibels at 150 m altitude, comparable to a whisper. Contributions are accepted until 8 August. Eve CEO Johann Bordais says the process is crucial for establishing standards for sustainable urban air mobility. The Eve 100 is slated for production in Taubaté, São Paulo, with a capacity of up to 480 units per year.
