Brazil eVTOL rollout and regulation

In late July 2026, Eve Air Mobility, an Embraer subsidiary, announced that its electric vertical‑take‑off‑and‑landing (eVTOL) aircraft will begin commercial operations in the São Paulo region in early 2028. The first operator, Revo, Brazil’s largest helicopter company, placed an order for 50 eVTOLs worth US$250 million to serve short‑range routes connecting the metropolitan area and nearby cities.

A few days later, Brazil’s aviation authorities opened two related regulatory processes. A public petition sought changes to the ICA 100‑40 rule that requires pre‑flight authorisation for recreational drones up to 250 g, while the National Civil Aviation Agency (ANAC) launched a consultation on technical noise limits for the Eve 100 eVTOL. The draft rule proposes a maximum sound level of about 15 decibels at 150 m altitude. These steps aim to establish standards for sustainable urban air mobility ahead of the Eve 100’s planned production of up to 480 units per year in Taubaté, São Paulo.
