Brazil implements social program adjustments and benefit protections

The Brazilian federal government has announced several updates to social assistance programs, including the Bolsa Família and various social tariffs. To mitigate the potential impacts of the El Niño phenomenon, the government is maintaining a unified payment schedule for Bolsa Família in November and December 2026, condensing deposits into three days to ensure earlier access to funds.

Regarding employment, the Bolsa Família ‘protection rule’ allows families who secure formal work or experience income increases to continue receiving 50% of their benefit for a transitional period. For those entering this rule after July 2025, the duration is up to 12 months for unstable income (such as employment) and up to 2 months for stable income (such as pensions), provided per capita income remains within specified limits.

Additional social measures include the ‘Tarifa Social de Energia Elétrica’, which offers a 100% discount on the first 80 kWh of monthly electricity consumption for eligible low-income families. Similarly, the ‘Tarifa Social de Água e Esgoto’ provides a 50% discount on the first 15 cubic meters of water and sewage consumption. The government also continues the ‘Gás do Povo’ program, which provides digital vouchers for free cooking gas refills to selected families on a monthly basis.
